myself and my co-workers are being micro-managed

Our plant manager manages in a much smaller, more micro way. Microgament I believe it's called. Multiple people wake up every day with emails from him asking if we've completed menial tasks or intend to complete them when they are due. When things aren't done there's never a question of why we couldn't, it's a scolding. This person "ain't from around here" and I believe that he thinks all of us La folks are just dumb.

If tasks aren’t completed, he’s justified in asking why. Your best bet is to get ahead of the process. My suggestion:
Email him a frickin novel of your workday at the end of every day, including every time you update the sheet. Once he sees how much time it takes out of your day, he will cool it. If something wasn’t completed, put the justification down on paper and move on. If he scolds, point out the reason. He will feel like a dumbass if he missed the info provided.

Of course I don’t know any details here, but this is a telling statement. So when things aren’t done, you and your fellow workers are used to then telling your supervisor why you couldn’t do them after the deadline?
Is it out of the ordinary to report problems to your supervisor as they happen, before the deadline passes? If so, that’s something you should be doing.
I get that there are micro managers out there and no one likes them. But following up on deadlines and holding people accountable for them is pretty normal stuff.
But if, for example, a manager forces you to keep a log of how you spend every 15 minute increment of the day, allotting for every scrap of time… that’s micromanagement.

Tell him you’d have already finished if he left you the frick alone to do your job and further, if it will not be done on time, you will report the status at that time.
