So... did he not have a wallet (ID, credit cards, etc.) or a cell phone? If he is a local, shouldn't be that hard to figure it out. If he is a tourist, then was he alone?

People die in hospitals without the hospital ever figuring out who they are (not daily, but it happens in big hospitals). This case is only interesting since he appears to be somewhat with it.
