Made fun of my white skin....

The other day a black man made a comment about how pale I am. "you're so white" and it wasn't a compliment. Who do I log my complaint with for reparations?
ETA: In all honesty, I don't care but if I did the same to him in the opposite way...

More than one person, usually who is white themselves, has commented on how white I am, whether they mean complexion or behavior. Regardless, I embrace and amplify.
