If the business has a physical presence in your state, they will have to apply sales tax to your order.
If the business is based in a different state with no physical stores or warehouses in your state, they typically don’t have to charge sales tax. You’re supposed to report those purchases on state income tax returns but nobody does

Online sales tax depends upon the volume of a business in a particular state. The level,varies by state.

Louisiana legislation became effective July 1 2020 and if the seller meets these criteria they should register with the state and then start collecting and sending in sales tax

I think most are basing their particular legislation on the South Dakota law based of the Wayfair decision
