It’s a federal oversight agreement that was signed under Mitch I believe. Basically handcuffs NOPD and has led to a lot of apathy within NOPD and has made recruiting officers extremely difficult.

Ferguson is a nice guy and a great officer... heck he was a great commander.
He is way out of his league as the super.
He needs to go.
It's not all his fault and I'm not saying he deserves the blame. But the department needs a strong, outside leader, and it needs it now.
That won't fix the political BS or the consent decree BS... but it might give the rank and file some confidence to stick around to see if things improve.

That is good but with the low pay and the amount of crime--especially violent crime--it is still going to be really difficult to recruit officers... combine that with the D.A. who will refuse to prosecute the violent criminals police risk their lives to catch, and it's just a bad scenario that will only get worse.

She pronounced "consent decree" as one word. It took me awhile to figure out what the hell she was talking about. I was about to look up "Consentegry" before someone else pronounced it
