The above quote from the article is the entire point of the leak. The leaker is likely a DOJ source that is opposed to the Trump Admin and called up his contact at WaPo to let them break it under the condition that they implement the narrative that this decision by the DOJ be yoked over the necks of Trump and Sessions rather than Obama/Lynch with no regard as to whether the Lion's share of the investigation had been performed under the previous administration.
