I was in Manhattan a few months ago and one morning I walked out the hotel and there were some policeman and a crowd of people gathered around a subway exit that was on the next corner. As I was walking past, a woman was loudly telling a policeman "he was peeing on people as they were walking up the stairs". There was a shabby looking guy standing there in handcuffs. Looking at the woman, you could see that her hair was damp/wet on the top of her head. The woman was well dressed and carrying a briefcase, so I assume she was on the way to her office. Imagine starting your work day with some bum pissing in your hair.

Saw same at the City Hall side entrance on the Poydras parking spots about 4 years ago at 10 am. Been going on for years.
