33k isn't that much though in the grand scheme of things. I guarantee you that my dad will be getting flood insurance now. It will take some strain off their shoulders...but certainly not as much as if they had coverage.
I would imagine several people will get flood coverage now.

33k is plenty enough to cover damage in a lot of these homes. People will come out with nicer floors.

You are not taking into consideration all they would need to use that money for. Not only to repair their home...but also replace contents. 33k will not cover all that. It will just ease the burden a little bit.

I'm going to be accused of being a dick, but why is the government paying out anything to non-insured homeowners? Is it an "oops" payment for not zoning correctly? When they redrew the flood lines in and around Livingston a couple of years back, there was mass revolt.
