LOL no he doesn't. He may be a lying sack of shite but he does know the truth.

What he BELIEVES is that the fact that it might have happened or could happen or is not 100% prevented from happening is justification to pretend it did happen and bring about consequences as if it actually did happen.

Basically, he was counting on a response that justified the means.
