How long do you wait before asking out a newly single girl? (PAGE 4 & 9 UPDATE)

From what I've gathered from our mutual friends they broke up about a month ago now, give or take a couple of days. They dated for nearly a year. I don't know who dumped who. We both have interest in each other dating back to a couple of years ago, the timing just never worked out. I really like this girl and want to give it a shot, I just don't want to jump into an emotional mess.
