It's not the ID card, man. You don't send your fricking ID card in with your ballot.
Here's an article describing one of many issues in Texas.
You have to put the same form of identification on your mail-in ballot as you used to register as a voter. If you're a 65yo man who registered to vote nearly 50 years ago, he may not remember if he used his DL, his social, perhaps an older DL, etc. So he assumes he used his DL number, puts in on both his ballot and on the return envelope (another reason many were rejected) and mails it off.
Election worker gets his ballot and determines he used the wrong ID. Vote doesn't count until he rectifies it, assuming he even notices the mailed request for him to rectify it. If not, or he declines to rectify, his vote doesn't count.
Voting in this country is supposed to be easy. Not a hassle.

Below is the registration card which lets you know if your precinct or polling location changed. You'll notice, the only for of ID on the form is your VUID.
But, of course, the VUID is NOT an acceptable identification number to include with your mail-in ballot. So, as I was saying, there are plenty of people who have no fricking idea what ID# they're supposed to put on their ballot and return envelope.
