That's a Soviet SU-26 self propelled artillery piece. They only made a handful of them.

They use this in the game World of Tanks but the gun has a guard around it in that game.

Not going to say the Civil War, but I just may. OK, Union Navy. Just a guess that I know is wrong..

That uniform is American. But it's US Army. It's from the Spanish American War time-frame. The red trim identifies it as the uniform of an enlisted artilleryman.

I believe it's even further back than that, like to the American Revolutionary era when many artillerymen wore red leggings. I believe that's where the term "red leg" came from.

As for what you're thinking about, that's actually from the Battle of Marne when the French pressed Paris Taxis into service to move reinforcements to the front when it looked like the Germans were about to take Paris in 1914. The French even erected a monument to the Paris taxis...

You're correct. It is a Naval Jack. It's name is the Serapis flag or as some call it the "John Paul Jones Flag".
