I think you are repeating the attacks that the Williams campaign used against Landrum. Politically there was not much difference between them, irrespective of where they used to work. It's not like one was a law and order candidate / tough on crime candidate (heaven forbid, for a prosecutor).

He had the backing of a lot of white people (not not saying thats why he was not that bad), but then after Katrina hit and his re-election came up the following year, there was a lot more black voters than white voters in the city, at the time, so he had to try to get those votes.
