Based on the scientific method, it’s very hard to say the science is settled. There will always be other hypothesis to test, and the testing methods continue to advance as technology advances.
The science was also once settled that the bad air in the city gave you the plague. Glad we didn’t stick with that one.

And no shite it was up to the states to impliment the guidelines, which many copied directly from Trumps guidelines. Those emergency response quarantine methods are a power reserved to the states.
