In 1970, when I was told that we had 20 years before the earth would end of we didn’t recycle- was the science settled?

Debate mods are probably kids who failed science in high school. They know as much about science as singers or basketball players know about world economics.

Possibly from activists or conservationists.
You shouldn't confuse propaganda with science though. It undermines the actual work done.

As a scientist, I feel like I have to give some sort of rebuttal.
While TECHNICALLY, the science is NEVER 100% "Settled", there a a vast number of topics where the evidence is irrefutable. That is, there is no major research going on to refute those topics. In that sense, the science is "settled". A few of those topics are:
Newtonian Physics (The basic laws of motion)
Mendelian genetics
Gravity
Basic electrical theory (Ohm's law, Watt's law, etc)
The laws of Thermodynamics
Germ Theory
Universal gas law (Pv = NRT)
Electromagnetism
Plate tectonics
Hardy–Weinberg equilibrium
and many more (too numerous to list). So while the term "The science is settled" might be political rhetoric these days, there are times when it does apply.

Seems to me that he has a problem with a phrase that makes absolutely no sense. The science is, in fact, not settled, but in order to shut down any discussion about it that may go against what they "think", they use that phrase as if it is a fact, which it is not.
