Excel Formula Question

See data set below, I need the lowest number represented as 1 and then the greater numbers show as less than one. I know this is easy and my brain is fried. TIA

if number is minimum then he wants it equal to 1. if its larger than one then just the numbers to right of decimal. if number is less than 1 but greater than min, then just the number to the right of decimal.

Why are you wanting this represented like so? What's the big picture? I may be able to help you there.
Why is your brain fried?
Simply make you a statement like this:
IF cell value is min of the range
display 1
else
display cell value - 1

Inverse all the numbers. Then take the top number and subtravt that number by 1 to solve for X
X is going to be your number that you subtract each subsequent number to get the answer you are looking for.
I don't know how to do any of this in excel.

Mine didn't work now that I look at your example closer I tried a few different things and don't see where you got the .984. I tried
