Ex-Louisiana wildlife secretary enters plea in Lafayette federal court in kickback scheme

Appearing before federal Magistrate Judge Carol Whitehurst, Montoucet, 77, pleaded not guilty to five charges contained in a May indictment.
If convicted, he could face time in prison and up to $1 million in fines.
Montoucet was released Thursday on a $15,000 unsecured bond and ordered to surrender his passport, restrict his travel to the United States and turn in any weapons he owns.
The former state legislator was appointed to head the LDWF by former Gov. John Bel Edwards in January of 2017. Montoucet resigned abruptly in April of 2023 a day after The Times-Picayune | The Advocate identified him as the high-ranking department official implicated in the scheme.

The indictment alleges Montoucet and Dusty Guidry of Youngsville, at the time an appointee to the Louisiana Wildlife and Fisheries Commission, set up a scheme to give a state contract to DGL1, a company run by Lafayette businessman Leonard Franques, to provide online educational courses that sportsmen used to resolve citations from LDWF.
Franques allegedly provided kickbacks in exchange for special treatment in securing the contract. At least $122,508 was held as a kickback for Montoucet, to be paid after he left office, according to the indictment.
The indictment alleges that Montoucet, Guidry and Franques agreed that after Montoucet’s retirement from LDWF, they would hire Montoucet and pay his kickbacks as a purported “signing bonus” in order to conceal the true nature of the funds.
Franques pleaded guilty in January in federal court for his role in the scheme after being indicted in December.
Guidry pleaded guilty in 2023 for his role in the LDWF scheme and another involving the 15th Judicial District Attorney's Office in Lafayette. Franques also was involved in that scheme.
Assistant District Attorney Gary Haynes pleaded not guilty in October for his alleged role in the kickback scheme involving the District Attorney's Office.

He needs to make a deal like the others have done. Maybe they will all testify against the assistant district attorney who set it all up.

You are right. They would all be replaced with other people who would get kickbacks..

Gary’s trial has been going on for a couple weeks in federal court in Lafayette. Supposed to go to the jury tomorrow or Friday.
Anybody following the trial close enough to offer a prediction on whether he will be convicted?

How so? Are they exculpatory or negative for Gary? I try to follow on local TV news web sites but they are written so poorly you can’t really tell what is happening in the trial.

Gary is telling them not to talk, outlines the scheme that got his wife in trouble and implicates Harson.
Best evidence I’ve read about it he invests $219k “legitimately”, supposedly loses it, yet gets $20k inchecks from Franquez (after learning the FBI tapped Guidry’s phone), yet doesn’t cash them.
If you legit lost $200k and you get some money back, why are you not cashing those checks?

Yeah that seems suspicious. Doesn’t seem like any reason to hold checks like that especially if you are in the hole.
It is shocking to me that Gary is facing charges that are so similar to what his wife got convicted and sent to jail for about 5 years ago.
It is also shocking that Leonard F got wrapped up in this. He is a great guy and definitely didn’t need the money. It’s so crazy that he participated in this stuff

I met Dusty Guidry once at a political thing and he was very clearly a con man schyster.
Interesting that Haynes put up both Guillory and Michelle Odinet (!) as some sort of character type witnesses.

Oh wow…definitely a bold strategy! You could see both of them being pretty polarizing depending on jury make up. I sure wouldn’t feel comfortable having my entire future and freedom depending on those two even if they had important testimony to give
