i mean in a perfect world someone would dump hundreds of millions of dollars in NBR give all those people contracts to create & service new schools....businesses...etc... but what happens after that? does the demographic in those areas have the skill set to work those jobs? Are they able to afford the increase in property taxes that would surely increase with all the new industry/amenities/etc?
Yes, I am sure it would help some of those people in NBR. The ones who have good work ethic and want to work. It would be great for them. However, most likely middle class workers would begin to move into this area taking over the quality jobs. New housing developments would occur. It would force many of those native NBR residents to move. This is just one of many issues that Gary fails to see. It's not as easy as investing in NBR and giving contracts to people in that area.
The core of the problem is a lot deeper and people like Gary only want to scratch the surface because thats the easiest to see & understand to the uninformed.

He legitimately thinks the city of BR steers giant multimillion dollar projects away from NBR and puts them in South BR to keep them down. Kip was the ring leader

Yes.
This really isn't rocket science and simply starts at the family level. There are countless examples of poor immigrants (of all races) moving to this country, living in poor black areas, and working their way out of poverty within a generation or two because they focus on family and education. You can put a lot of those NBR kids in school at Episcopal, Catholic, SJA, etc and they'd still have the same academic performance because their parents don't give a shite about their child's education.
Once you focus on bettering you and yours, everything falls into place. Focusing on blaming someone or trying to have them give to you what is generally earned does nothing but perpetuate the problem of the lack of responsibility.

I keep seeing this narrative from his followers. I just want to ask them what's stopping anyone from starting businesses or developments in NBR. They act like NBR is a potential gold mine, but no one is willing to tap into it.

It's not like NBR didn't have businesses all over the place at one time. They just get run down over time and eventually are forced to close up shop. It's all demographics. Back in the day Cortana had all the major brands... slowly it became urban wear and weaves. Just go check out the Walmart over there. I know Walmart is already dogshit but you should see what happens when all the natives get employed there and would rather stand around talking than actually do work.
