Right but it's a little less common for cities in the same state to span regional cultures - ie Midwest and Northeastern. Philly belongs in New Jersey.
Shreveport belongs in Texas. Knoxville belongs in North Carolina (or Memphis belongs in Mississippi, depending on your perspective of Tennessee). San Antonio belongs in New Mexico. Spokane belongs in Idaho. Syracuse belongs in Vermont (or Canada) There is no reason for the UP of Michigan to be politically tied to Detroit, or for upstate NY to be tied to Manhattan, or anywhere else in Nevada to be tied to Las Vegas. Etc, etc, etc.
States simply don't make sense as geopolitical regions anymore, if they ever did.
