It depends on the % of people that travel to the city and rely on it for economic reasons.

My guess is next time they count the data, mandeville will return to the New Orleans MSA.

Covington, Mandeville and Abita Springs have always been linked to New Orleans, serving as resorts connected by rail and ferry since the late 1800s. The Causeway was a natural fit because it replaced the previous ferry service. Covington, Mandeville, and Slidell are highly urbanized because of migration from New Orleans. It hardly sees national migration in its own right and cannot sustain itself without New Orleans. Its population is almost exclusively from outward migration from Orleans and Jefferson Parishes. It is definitively "local".
North of Covington is a completely different demographic of Anglo-American Protestants much like those in Mississippi and elsewhere in the Deep South and have almost nothing to do with New Orleans. Bogalusa, Amite, Hammond, etc. are not nearly as urbanized or dependent on the city.
Urban development naturally works by spreading outward. This means that your city is growing. Usually it's not seen as a bad thing, unless it degrades the environment or gets in the way of someone's prestige. No one would deny that Carrollton is a part of New Orleans, so why are Metairie, the West Bank, Covington and Mandeville an exception? Where did Metairie families come from? And likewise with the East, which turned into Slidell; or the 9th Ward, which turned into Arabi and Chalmette. And given that Orleans Parish has lost almost half its population since the 1960s, where did they go? Every local knows the answer.

That is misleading-
Back then, tolls were collected on the South shore as well. Royally screwed up traffic until that was finally changed.

People live there and work in New Orleans. It is part of the NOLA MSA.

Yes I consider the north shore communities to be a suburb.
There is no patch of undeveloped land separating Mandeville/Covington from NOLA.
The causeway is also 10x more easily managed then say, hiking it from Elgin IL to downtown Chicago on I-90.
I grew up in a “suburb” of Chicago. It’s not an issue for me, living in Mandeville, to make a last second decision to swing into the city for dinner on a work night and be back home easily in time for a full nights sleep. I would never make that decision living in the Chicago burbs.
