Do layovers in an airport count as having “been to” a state/country/city?

What’s the rule here?

If I land in LAX for 4 hours, have I “been to” California?

What constitutes a visit on a map?

Leaving the airport. Doesn’t matter where you go or how long you stay, but you have to leave the airport for it to count as a been to.

I’ve rented a car for really long layovers and explored the city. I’d count that. Definitely not just hanging in the airport.

It counts in conversion when you're trying to one up your coworker. But it doesn't really count.

Not really. The only place I claim in that situation Minneapolis because I took the train from the airport and saw a little bit of the city until my ride picked me up. All of my connecting flights I’ve spent time in.

If someone asks if I've ever been to Texas, I tell them only the airports.

Does your passport get stamped if you have a layover in one country while trying to get to another if you never leave the airport? I dunno only been to 3 foreign countries all direct flights.

I would say it counts. Had a connecting flight through Paris one time but have not actually gone on a trip to France. Saw the Eiffel Tower from the air, walked on the tarmac and got my passport stamped going through customs so I feel like I can claim I’ve been to France before.

ETA: maybe not been to but stepped foot in
