Simple, ask if she’s like it credited to her credit card, get the number and refund $0.00.
Then when she calls to bitch tell her she refunded the amount that she was charged for the cookies.

I would actually be ok with those being used as evidence for the death penalty for this customer. I know nothing about the customer other than the world would be better without them.

This is assuming to know how the baker wants to run their business. Assuming they are doing it for X profit, which the buyer has no idea about.
The baker may be rich and use this as a hobby with no return coming in, or find operating at a loss.
