If they have to escalate it beyond that to the mayor then all they have to do is say Beetlejuice 3 times and she will appear.

Great policy - drive with a suspended license and as long as you can run away, you'll get away with it.
By the time you get approval, the person running will be far away (unless it is someone like gravy).
Basically, this is a terrible extension of the every growing policy of "we can't make certain groups quit stealing and otherwise violating the law, so we'll just make it legal and/or inconsequential.
