I agree they are dumbass decisions, but they are made in advance because much planning and cost goes into these events.

It would suck if Destroya cancels Mardi Gras in the city.

It would be horrific if she waited until people and krewes spent tons of money getting ready, and Destroya cancels it in January.

Carnival in RIO is an entirely different production than Mardi Gras in NOLA.
