WASHINGTON—The Trump administration announced an overhaul of the H-1B visa program for high-skilled foreign workers that will require employers to pay H-1B workers significantly higher wages, narrow the types of degrees that could qualify an applicant and shorten the length of visas for certain contract workers.
The changes, introduced by the Departments of Labor and Homeland Security on Tuesday, will likely make it tougher to qualify for one of the coveted visas.
Ken Cuccinelli, the No. 2 official at DHS, said on a news conference call Tuesday that he expects about one-third of H-1B visa applications would be rejected under the new set of rules.
Mr. Cuccinelli and Patrick Pizzella, the deputy secretary of labor, said the changes were necessary to protect American workers, whom the administration believes are being undercut by foreign workers on H-1B visas who are paid lower wages to perform similar jobs.
“America’s immigration laws should put American workers first,” Mr. Pizzella said, pointing to what he described as insufficiently stringent wage requirements on foreign workers in the H-1B visa program. “The result is U.S. workers are being ousted from good-paying, middle-class jobs and being replaced by foreign workers,” he said.
The policy changes have been expected since 2017, when the administration first announced intentions to revamp the H-1B visa program. Even before these formal changes were announced, however, the Trump administration has tightened issuance of H-1B visas, rejecting 15.1% of applications in 2019 compared with 6.1% in 2016, according to figures from U.S. Citizenship and Immigration Services.
The Labor Department’s wage-scale revision would significantly increase the required wages employers must pay their workers on H-1B visas. The requirements, which are set to take effect Thursday, are based on surveys of the range of salaries paid in particular professions.
Practically speaking, the L1 workers will now be required to receive a wage consistent with a current L3 skill level. It's a massive jump that will help prevent abuse of the system and encourage more hiring of graduates from American colleges for those most sought-after entry level tech jobs.

Perfect timing with remote work exploding.... except remote work is from anywhere and you could hire a dude from anywhere to do the same exact thing. We'll see if theres a bill on banning hires. Think remote work isnt an issue? Pinterest cancelled their $90m lease. As usual this will prove you guys are just a step behind.

H1-B has been needing reform like this for 20 years. Big Tech has fought it every step of the way.

There has never really been anything stopping that anyways.
This couldn't have been ignored any longer. We can't encourage young people to go into STEM fields while also allowing abuse of an immigration program that will drive their own wages down.

They do this today....I'd bet that American companies employ more offshore contingent workers than H1-B visa holders in America.

The more process-focused jobs that don't require much strategic thought already are outsourced. Tech support, entry level analysts roles, data entry, etc.

I'm in a business that deals with this every day.
Those specialized roles are much harder to fill via outsourcing. American companies will likely retain those top tier employees and meet their new wage requirements - now in line with what Americans are paid.
The H1-B was never intended to bring in entry level hires and train them up for very low wages in an environment that makes it scary/risky for them to ask for a raise. It was intended to bring the very best talent to this country. It's been abused for a long time. This reform was definitely needed and I honestly don't understand why some Democrats have fought it so hard.
