It's an instant turnoff. I never care about why someone got a tattoo or the meaning they think the tattoo has. To me, it just means trashy.

It's a real issue. They're all going to look like ink blots in twenty years, too. On the other hand, at least they're letting everyone know to stay away, which saves us the time and trouble.
