Are there any good World War III simulation packages available for R?

Any good packages out there with databases of available military assets, known strategies, and other variables for countries around the world?

I want to set up a Bayesian machine learning network that continually optimizes strategies based on outcomes of previous simulations.

Start with Covid followed by Russia invading Ukraine.

Then, when judges decide that cities can't separate for the good of it's citizens, that's when WWIII begins.

Move to Mexico or rural Canada. After the nukes do their damage and the radiation settles you can come back and start reclaiming land quickly.

I'd recommend Stan for both Python (pystan) and R (rstan). Stan code is really nice because it's terse and a concise description of the Bayesian statistical model if you can actually get your hands on real data, however that’s the crux in actually obtaining Government data for the simulation, plus there is a lot of flexibility in how the model is specified. Combined with the robustness of the NUTS sampler, you can create a lot of fairly complex models. Moreover, if you are doing something relatively standard, rstanarm abstracts away a lot of the complexity in a nice interface for R users.
