My homeowner's insurance are low-balling me. A couple roofers said I need a new roof but my insurance company said it needs to be repaired. What do I do next?

Roofers always advise replacing the roof. It’s not like they are unbiased here.

You have paperwork from roofers indicating this in writing? Get that, call insurance back.

Get offer from insurance and denial for new roof in writing. Submit in writing roofer statement that new roof is needed. Have insurance consider, and most likely deny.
Talk to some public adjusters, and/or attorneys for advice and see how to proceed. Conversation should be free, they should not charge until they actually get involved (initial fee to review policy may be required)

How old is your roof?
What type of shingle?

How many damaged shingles are on the roof. Is it damaged on all the slopes or just some of them?

Don’t. Let an attorney do it for you.

You are dealing with two companies that are both trying to increase profit. Find a third party for an unbiased opinion (roofing consultant, engineer, architect). Your insurance will likely reimburse you his fees. Many shingle roofs can be repaired. You will never find a roofing salesman that will admit that.
