If ever you see an individual that is not a functional member of society, it can be attributed to the failure to take responsibility by two different parties at two stages in life: the family and the individual.

During childhood, the family (parents, grandparents, siblings, etc) have a responsibility to care for the child and make sure that the child is educated and equipped to become a functioning member of society. The parents must ensure the child stays out of trouble and is disciplined. The parents must ensure the child is being educated to an adequate level in schools. And the parents must make sure the child is properly socialized.

As the child grows older the responsibility gradually shifts from the family to the individual. As you become an adult, you must make your own decisions to ensure your future success, and take the appropriate actions to do so, ie getting and education, learning a trade, gaining work experience.

Bad decisions made early in life are unfortunate and harmful to later opportunities, however they are not insurmountable. I understand that everyone has a different situation and life experiences, but the outcome of your life ultimately relies on you and what you wish to make of it.
