And, assuming the bf saw her at midnight, did he simply tell her to go back to sleep or put her back in bed? She’s 3. If I see a 3 year old up at that hour, I’m going to put her back to bed and check to make sure she goes back to sleep.

I'm going with a very unfortunate accident perpetrated by either mom or the boyfriend.
1) if the kid had braces on her legs , she did not get far and unless this 3 year old kid just did not like mommy, the first place she will venture is to mommy's room...boyfriend may not have liked that a three year old was messing up his fun time
2) say mom a the BF are "innocent", it is odd that a complete stranger would take the time to case out the house and then tip toe around and then sneak into the baby's room without there being some sort of ruckus....general noise, baby crying or screaming, etc.
Mom and the boyfriend are involved.....make book on it

Well, it's North Carolina white people with a bunch of different baby-daddies and a gangly live-in BF. Follow their oxy supplier and start building a case.
It's sad that such fricked up people can bring child after child in this world, just to live in shitville and raised in a system they'll never escape.
Hope they find her alive and well, and they can place those poor kids with a family that might give them half a chance.
