My understanding of the whole "culcha" thing is that yes, while certain groups brag about their culture, there is backside to that same coin--there is a negative culture. Here, we see that color does not matter yet again because anyone can be shitty, whether by "culcha" or "white trash." I nearly added in my OP: "...culcha by way of white trash. Different color, same result." Should I have kept it? Both culcha and white trash mean the same thing generally.
So, yes. It is an insult.

The only thing in your rambling post that is correct is:
"Here, we see that color does not matter yet again because anyone can be shitty"
Otherwise, you are wrong. "Culcha" is ridiculed because the black people that use it are using it with disgusting pride. No one goes around bragging about being white trash.

OK, now I know you're the dipshit. That's exactly what I'm saying. They say culcha with pride, but there's little to be proud of. "Culcha" is said sarcastically. You even said I was correct in saying that anyone can be disgusting like that, which is exactly why I said she was behaving just like "culcha."
I don't understand what you're disagreeing with. I never said anyone is proud of being white trash; I'm saying culcha and white trash are similar if not outright synonymous.

I guess I’m technically a millennial being 35 but this whole thing pisses me off. First off, littering drives me crazy and when he says something to them bc they are acting trashy, they up the ante and prove just how trashy they really are by fighting an older man. I hate to admit it, but Slidell really is the armpit of the Northshore.
