What does Phase 3 mean for fans in stadium?

If jbe just announced we are in phase 3 does that mean Latoya can't keep fans out?

Unfortunately, Latoya can put her own restrictions in that don't match with the rest of the state. And she will.

IDK, but I saw where the Saints have to apply for a permit from the State to play in NOLA. What a joke that count of a mayor and her supporters are.

She has no jurisdiction over the Superdome. That is a state facility. At least before the naming rights were sold, it was called the Louisiana Superdome, not the New Orleans Superdome. She can't tell the state how to run its own facility. She pretty much admitted that today when she was asked if her ban on contact sports included the Saints. When asked if it included Tulane, she and her health director pleaded ignorance (which seemed a natural thing for them to do) and acted like they didn't even know Tulane was playing football. What a bunch of clowns.
