Clearly, the Saints are inefficient with $ historically.. As a fan wouldn't you want them to do/be better?

This implies that they have been restricted getting players they want due to cap issues. That has not been the case at all
Just because they have not gotten the results you want doesnt mean they have been bad at their jobs. They have been competing on a routine basis and only a few teams can claim that.
