This implies that they have been restricted getting players they want due to cap issues. That has not been the case at all
Just because they have not gotten the results you want doesnt mean they have been bad at their jobs. They have been competing on a routine basis and only a few teams can claim that.

every 10 mill it goes down is probably just 10 more mill we're kicking down the road. not ideal.
