For whatever reason there's a shite ton of sports players in those apartments on Citrus in Elmwood. Years ago I worked for a carpet cleaning company that had a contract with all the apartments in that complex. A bunch of the guys from Cash Money including Juvenile, also kept apartments there.
This was back when the Saints practice facility was over there by Manos Po-Boys off of David Dr. At that time those apartments were pretty new as well. I guess those are the nicest apartments that close to the practice facility. Not sure why there would still be Saints players there in 2019. Maybe the Saints keep contract units over there. They probably keep an entire building

How about exercising discretion? I'm sure there are more pressing matters for them to attend to. A traffic accident would even be a more pressing matter as I'm sure the two people involved had better places to be than the stand in the street and wait two hours for a cop to arrive to write a report.

I'm guessing he just rolled the dice and chose the wrong "easy 1-click and done" online apothecary for this particular transaction. You don't get flagged by customs for discreet, end-user quantities of weed alone. IMO - the sender was probably a clearing house for other, more nefarious goods (firearms, fentanyl, etc...) than what DO had delivered.

Every minute they spend on shite like this is money/resources that could have been spent somewhere else.

I remember as a young tyke growing up on the west bank several players keeping apartments in Algiers. Also remember Garland and Angela had an apartment there until word got out. Saw them out jogging from time to time.

Warrick Dunn was living in an apartment Condo in Tampa even after he made all pro and won the Super Bowl. Of course just about every single dollar he was getting was to send his siblings to high school and college .
