Nothing to do with that. It's a pretty straightforward formula for if you get one or not (the trickier part is determining what round the picks are).
Basically you only get a pick for every true UFA you lose minus how many true UFAs you sign, and we almost always sign more than we lose (one recent exception was when we waited until after the June 1st deadline to sign Goodwin and I think we got a 7th rounder).
It's basically a choice of signing vet minimum FAs for a little more and knowing what you are getting vs. getting a (usually) 5th-7th rounder and crossing your fingers for slightly less.

The last one I remember was a 7th rounder in 2006. We took Colston with the pick. 4 picks from Mr. Irrelevant.
