Hate the luxury tax. It is basically the "better off" teams "bribing" the smaller market teams to allow them to bring on players well in excess of the "cap". Basically they pay off the smaller teams to allow the more affluent teams to dominate. The league needs to have a harder cap and allow more parity.

I'm guessing it is just an infusion of cash and it doesn't affect each team's cap numbers? What they should do is increase each non tax team's cap by that amount. That might level the playing field a bit.

Absolutely. Then in would be a double-edge sword for repeat offenders. Smaller cap while being punished for going over.

The NBA would be so much better with a hard cap and non-guaranteed salaries.

Agreed on the hard cap. Teams are getting smarter about not fully guaranteeing every contract they hand out but I'd like to see it be even more commonplace

realistically, just make it a hard cap. you can keep the guaranteed salaries too.
Somehow I would fit an amnesty clause can be used once every 5 years or something though.
