What happens if we offer Hibbert and miss and McGee and miss? Getting either guy would probably be good for the Hornets and even if we fail making their teams match would be good for the Hornets (keep Indy from offering Gordon and tie up cap space on a team we'll be fighting for playoff seeding with). So it seems like a win win, but we'd end up looking like a floundering Golden State when they whiffed on Chandler and Jordan last summer. Would it be worth the image damage?

Yeah. We certainly shouldn't avoid making offers for fear of missing.

What does Denver's cap look like? I know they saved money on NeNe deal, but they signed Chandler to an Ariza type deal. Will they have the space to keep McGee for $8-10 per year? And for the Hornets, is McGee worth $8-10 million per year?

Hoopshype says they are at $43 million but that doesn't count McGee, Fernandez or Chandler who signed for "the remainder of the current seasons and four additional seasons for a total of $37 million." So that's at least $7 million for Chandler next year, probably more so we're at $50.
I don't follow Denver but if Fernandez is coming back I'd assume he's not valued as more than an MLE player around the league, so $5 million for him puts Denver at $55 million. So they could pay McGee $10 million and fill out the bench without being over the tax threshold. And they still can amnesty someone like Birdman. If Denver wants McGee they have the cap space to keep him.
