Absolutely Paulie. He's calm, cool, collected in any physical situation with anyone.
Richie has a temper and that's it. He isn't really intimidating or a great fighter. If he dealt with more powerful guys, like Tony for example, he would be tossed around like a wet paper bag.

Paulie was a Marine (likely saw combat in Korea or Vietnam) and, make no mistake about it, he was an absolute stone cold killer. He was probably the toughest guy in Tony's crew.
Paulie would find a way to win any fight, including shooting them or using foreign objects or kicking them in the balls and eye gouging. He was not to be messed with in a serious way.

Paulie stiffed an innocent waiter on an enormous bill, then killed him when he, out of dejection, meekly talked back. They are all trash but he was one of the worst. I wanted him to get it as much as Chris.

Paulie, for all his quirks had pretty good composure and controlled his violence for business or for gain, Richie was a loose cannon. Although, Rocco Demeo never came back to Essex county after Richie was done with him and took his jacket.
ETA: idk but he definitely "threw. a guy a beaten' and tossed him into the water" on a pier in NY somewhere.
