Which Star Trek captain had the most pull/clout?

I'm going to say Sisko. In addition to being the Emissary for the Prophets/Wormhole Aliens, he had Admiral Ross relying heavily on him for advice and he had pull with the Klingon General (later Emperor) Martok. He even got the Romulans to do what he wanted them to do. (Of course he had to fake evidence and look the other way at murder, but he got it done).

Sure, Kirk had his bravado and in the movies he could usually get a starship out of Starfleet, but it seemed like Sisko could get fleets when he really wanted or needed them. Picard's reputation had to take a bit of a hit after the whole Locutious thing. Janeway was pretty much out of Starfleet's reach, but she was really only in charge of her crew (points for getting Chakotay and his band to fall in line, though). Haven't seen enough Enterprise to say anything about Archer, but it seemed like the Vulcans were keeping pretty close tabs on him.

Kirk violated the Prime Directive and temporal laws more than any other Starfleet officer, stole the USS Enterprise from space dock and visited Genesis against Federation law, etc and his only punishment was actually a reward, a demotion from Admiral to Captain so that he may command a starship again.

Janeway. Around season 5-6 Star Fleet is trying to contact her/get Voyager home. She and her crew charted an unknown region of the Milky Way. She beat the Borg several times over. Q took a fancy to her. She became an admiral—yes so did Kirk, but he was also demoted.

People give Voyager shite for whatever reason, but a strong argument can be made for Janeway gaining the most clout in that universe.

eta: Janeway also violates temporal laws several times and was still made an admiral. She also violated them as an admiral, but seems (?) to have maintained that rank.

I'm going to go with Sisko for several reasons...

He should have lost his command many times like when Michael Eddington pulled the wool over his eyes and made a heel turn on him but he was essentially a "Jesus" figure and the Bajorans wouldn't accept anyone except the Emissary. Picard tended to let Admirals push him around because he wasn't the risk taker Sisko was. Sure, Picard would violate the Prime Directive but would he created phony evidence and be complicit in the murder of a Romulan to bring them into the war? Because Sisko was a big risk-taker he created a lot more street cred in the Federation...Although Picard had cred with the Klingons, Sisko had more.

It's damn close but I have to go with the Emissary.

Sisko for sure, Sisko was able to pull 900 federation warship from the front line leaving Earth expose to take a GAMBLE in retaking DS9. He also rendered an entire planet uninhabitable to put some pressure on a few hundred terrorist and he was going to ruin more planets.

He also intimidates Worf, also...

Rumor also had it that he once stared down 2800 Dominion ships and made them disappeared...

First season was pretty lackluster, but the second has had some good episodes so far, hit and miss. To me, the main problem is that most of the characters are bland. Seems like a combination of character writing and acting.

I think it is pretty clearly Sisko. He was doing an admiral's job for most of the Dominion War and should have been frocked as commodore at the very least.

Because, other than the Doctor, every other cast kicked their asses up and down the list.

And the writing - just awful compared to TNG (once they shook off Deus Ex Wesley) and DS9.

Kirk is the only captain that mattered.

The spinoff shows had moments, but the Captains were all sad, sad shadows of the greatness that Kirk exuded even while taking a space-dump.

Everyone knew who he was and how dangerous he was at the command of the Enterprise.

There's a reason he and the crew of the Enterprise were sent to escort Chancellor Gorkun in ST6 and that was also the reason they tried to take him off the board.

Kirk couldn't even get permission to obtain a Starship to return to the Genesis Planet and had to steal a ship. Only After he saved the day did he get his just rewards.

If he had Pull he wouldn't have been allowed to be arrested by the Klingons and sent to a penal colony..
