There have been a lot of good players that didn't win, so just throwing some names out off the top of my head, in no particular order.

1. Malcolm - good social player and big physical threat. Not sure that anyone that played with him disliked him.
2. Cirie - Would have probably won Season 16 had she made the final. Very crafty player.
3. Russell - Like or hate him, he brought his own style to the game and dominated 2 seasons. Severely lacked in the social aspect of the game though.
4. Ozzy - Physically speaking, the one person this game was made for. Absolutely crushed the physical aspect of the game, but kinda sucked at strategy.
5. Fishbach - Actually thought he got robbed on his season, even though I think it was a unanimous vote for JT. Had an absolutely terrible final tribal council, though I suspect JT's charm had already won over most of the jury.
6. I guess I'll put Colby here. He dominated season 2, but was pretty pathetic on his second season.

I'm sure there are tons I'm forgetting.

Only seen the first 20 seasons but here are the ones I'd consider from those that werent already listed:

1) Rob Cesternino (Amazon) brought strategy to the forefront of an entire season and constantly hopped alliances riding all the way to the final 3; would have won but for Jenna's immunity win and her eliminating him as the obvious threat to win

2) Ian (Palau) was fantastic from beginning to almost end along with Tom; fell apart a bit with his unfortunate crush on Katie but if he had chosen to fight till the end on that last immunity challenge and beaten Tom would have won

3) Eliza (Vanuatu and Micronesia) very underrated player who overcame multiple obstacles and terrible luck both her seasons particularly Vanuatu

Had completely forgotten about the original Rob. Yes, he belongs on the list for sure.

Also left off Amanda Kimmel. Made final tribal on two separate seasons, but lost both.

Rupert
Cirie
Malcolm
Joe
Amanda
Colby
Lex
Aubry
Ozzy

I can't really include Russell. He's a legend but he never played a winning strategy.

ETA: Terry as well.

I feel like they were determined to bring Boston Rob back until he won.

Colby should have won season 2. If he picks Keith he easily wins, but he should have beaten Tina as well. That was one time where the jury vote really surprised me.

Malcolm is the only one that comes to mind right now. His only real flaw in his game is that everyone knows he's a major threat.

Definitely not Rupert or Russell. Rupert has played the game at least 4-5 times. Has he ever even made it to the end? I honestly can't remember, but he usually seem to go pretty early.

Russell can get deep into the game with his terrible social game(because people know that the jury will hate him), but I can't see him ever winning a jury vote with his style of play.

Rupert played 4 times and it’s the same damn thing every time. He’s just a big obnoxious dude without an ounce of strategy in him. He did make it to final 4 in all stars though mainly bc Rob chose him to go instead of big Tom who was a little smarter.

For me the hands down best player to never win is Cirie. She’s the only player that has played 4 times and not been voted out with a normal vote (fire making challenge at 4 in Panama, surprise final 2 in Micronesia, blindsided with an idol play in HvV, and advantage-geddon in game changers at 6). She’s the master mind behind the 3-2-1 vote in Panama. Despite all the credit going to Parvati, she’s the real strategist behind the black widow alliance, orchestrating the blindsides of Joel, Ozzy, Jason and Eric. She was the silent puppet master in game changers before getting screwed. The one mark against her is she’s a negative in challenges, so she will probably never win as there’s no hope for an immunity run or anything.

Really Cirie is just the polar opposite of Ozzie. If you could combine the two you would have an unbeatable survivor player.

Honorable mention:

Russell - social strategy is just so poor it’s painful. And he thinks he’s elite at it which is worse. Him critiquing Sandra as having no social game is laughable.

Spencer - overall physical and strategic threat. Really ended up being a great player. I think he’s better than Malcolm.

Aubry - should have won Kaoh Rong but not enough people liked her in the end

Amanda - first person to go to 2 (in her case back to back) final tribals. She still holds the record for most consecutive days played before being voted out at 108 days. Ultimately both of her losses came down to horrendous performances in final tribal.

Colby - should have taken Keith instead of Tina

Dominick - should have faced Wendell in the fire making challenge. First player ever to receive 5 votes and not win.

Rick Devins - the people’s champ

Boston Rob is the original Rob. Marquesas was season 4 while Rob C was on season 6 Amazon. Technically there were two Robs on marquesas but the other guy went by the general.

I think you're underrating him a bit, but his game was definitely more suited for the older style of Survivor, where people put an emphasis on actual survival skills and being great at challenges. Rupert carried his tribes to some challenge wins back in the day, and he also finished 6th in Heroes vs. Villains. He finished last place in Blood vs. Water, but only because he switched spots with his wife.

If they brought him back for a Legends season I could see him going a long way again, but ultimately no one will want to sit next to him in a final.
