I don't think that's it so much as a certain segment of the population enjoys bad, lazy movies and try to pass themselves off as representative of "general audiences" in order to make themselves feel better about liking bad, lazy movies.

Those dumbass critics hyping up the academy award winner for best picture, when clearly the 5th shitty movie in a string of shite movies is the better film.
This thought process ise the reason we see shite like pirates 5, fast and furious 15, and Mission Impossible 35. Bird man is an original idea. Something that is severely lacking in Hollywood.
I would add that I did like The Curse of the Black Pearl. Dead Man's Chest was alright.

Baywatch, kinda like Zoolander 2, waited way too long to be made. Probably would've done well 15-20 years ago.

I also think Baywatch is a victim of dramatic tv shows remade into comedies. I know at least I am getting fairly sick of it. 21 Jump Street, Chips, and of course Baywatch come to mind right away.
You could probably lump in Starsky and Hutch into the mix, but it's been around a little while now

It's pretty simple for me. I usually never see a movie opening weekend. I check the scores after a week. If it's above 80 then it may be worth a theatre trip, if below in 65-79 range possibly a renter. Then there's the added variable of how much it will pop on big screen.
Have zero fricks to give about critic review. If it's a witty movie then it's going to be comprised mostly of that audience anyhow.

Pirates was a cash grab sequel nobody wanted
Baywatch was a Movie reboot of a moderately successful show about boobs and slow motion running on the beach. Nobody cares that much about the property, and I doubt there was much fervor about this at all. Strange that it was greenlit.

Even if 95% of regular moviegoers were exited about it then it would have killed
Newsflash: people want to watch good movies. Like fast food and beer and all sort of other things, what was passable 20 years ago isn't enough today. Mediocrity isn't cool anymore. And no your lame arse opinion is not the dominant one.
