what's a great spy movie

A modern, very underrated, spy movie is The Man From U.N.C.L.E. A Guy Ritchie film that criminally didn't get a second movie. I'm a Bond guy, but this is better than 90% of the Bond movies out there.
Old school great is North By Northwest. That's not a hot take, just universally loved and one of the best movies of all time.
Can't have a spy list without 007. Goldfinger is my favorite but From Russia with Love probably has better spy aspects to it.
Foreign film that I could argue as a semi spy movie is House of Flying Daggers. I love this movie so much. If you liked Crouching Tiger, Hidden Dragon, you have to watch this.

Second Man From U.N.C.L.E., North By Northwest and Breach.
The Lady Vanishes from 1938 is one that seems silly at times, but is a good movie with a great ending.
Bridge of Spies is a good story about spys.
Call to Spy 2019 is an outstanding true story about women who were spies in Europe during WWII.
Frantic (1988) has some espionage and spy stuff in it. I think it was my introduction to Emmanuelle Seigner. It has scenes shot at the same Paris locations as The Ninth Gate.

Agree with this. Very underrated movie, but I also love Ritchie.
If you haven’t watched Mission Impossible 3-6, I’d recommend it.
Bourne Identites are all decent watches.
Argo
Sneakers
Allied
Safe House
Both Kingsman
Casino Royal and Skyfall (didn’t care for the other 3)

John Carter, Prince of Persia, and UNCLE are 3 movies I’m mad never got a sequel around the time Madea was on her 7th movie.

1. The Spy Who Came in from the Cold
2. Tinker, Tailor, Soldier, Spy (1979 BBC television series; while the movie is quite good, it doesn't have Alec Guiness and rushes the story a bit).
3. Smiley's People (1982 BBC television series; not as good as the prior two but ends the trilogy so it's a must see--you would be better off reading these three excellent books though).
4. Notorious (people correct to name North by Northwest but this other Hitchcock spy thriller is great too)
5. The Third Man (not sure it's a spy movie)
6. The Mask of Dimitrious (not sure it's a spy movie and based on great book)
7. The Lives of Others (not sure it's a spy movie)
8. The Bourne Identity
9. Munich
10. Zero Dark Thirty
11. Hannah
12. The Hunt for Red October
13. Three Days of the Condor
14. Casablanca (sort of a spy movie)
15. No Way Out (based on a great book that is not a spy novel at all called The Big Clock)
16. The Manchurian Candidate.
17. The Conversation (not sure it's a spy movie)
18. The Fourth Protocol (forgotten gem; this is when Pierce Brosnan should have take over James Bond-he kills it)
19. Eye of the Needle
20. North by Northwest
Those are not necessarily in order. Love this genre that usually works better in book form.
