So the Ultimate Bad guy was...

Bran? He knew Kingslanding was going to burn, he did nothing. He knew that losing Jorah would make Dnay be less merciful. He did nothing. He knew Muh Sundae would be another chink in Daenerys armor of mercy and gentlness. He let it played out.
Finally at the end, he sinisterly ask for Drogon last known location. He wants something with that dragon perhaps to enforce his rule.
Worse of all he knew that Dany would love Jon but he wanted to let it happen so that he can kill her for him. Seem like he played everyone. Not to mention his first act as king smack of cronyism and nepotism. HIs sister wanted the North to be a separate kingdom? No problem. Anyone else wanted to do that he would probably force them back somehow.
Lets not even start on the non-apology to Jon. Made the guy who made him king kneel and didn't say shite. In fact sent him up north and let him rot and die.
