My take on Peggy was always that she was supposed to be a representative of a housewife in a conservative household that has to try and come to grips with being "just a housewife", so she makes everything she does seem like some grand accomplishment and totally overcompensates.
She is the worst, but it is funny, and it has some truth to it with bored housewives.
