The plot was about an astronaut (maybe a pilot, but 99% an astronaut, same deal on "made for TV" - not 100% sure, but close), who either crashes during training or coming back from a mission - and he's stranded in a life raft. It is vaguely reminiscent of Castaway, but this guy spends most/all of his time in the life raft.

As far as the lead, it was a guy like Fred MacMurray or Dean Jones - MacMurray is way too old, because he would have been pushing 70. Dean Jones is about right, as he was mid-40s, but I can't find any vehicle Jones did that fits this. It was a pretty popular actor for the time, because I recognized him and I was still in elementary school.

Any ideas other than Caddyshack 2?

It kinda sounds like Sole Survivor with William Shatner but that’s in the desert.

The main astronaut movie that I remember from the 70's is The Astronaut starring Monty Markham (he was an ABC Tuesday Movie of the Week staple). It came out in 1972.

The plot was that we sent a guy to Mars, he died, so we made a look-alike to take his place. The guy's wife gets suspicious, then the Russians (thinking it's safe) plan their own mission to Mars.

Don't remember how long they left him in a raft after splashdown.

This could be it - my memory isn't what it used to be - I may watch a few minutes (sure it's on Youtube) and see - if the raft scene looks right, I'll call it a day.

Nah - almost sure this isn't it - it wouldn't have held my interest in the 1970s and I can't find a scene that matches up to my memory of the lead in the raft.

It's not Capricorn One, but that is a damned good movie.

Was he on earth?

Your description rings a bell about an outer limits type show with astronaut stranded in the water on an alien world.
