Man of Steel Question: Whats the deal with the codex?

The GF and I watching it(she's never seen it). The one thing I've always wondered was the codex. I have no clue what it is or what it does.

Kal El in this timeline is the first Kryptonian naturally born for thousands of years. The Codex was where they decided who would be born. Obviously, as the rest of the movie is, it is total nonsense.

Outside of the over the top end battle, I really didn't have a problem with MoS at all. Thought it was decent as far as superhero movies go.
