In the first Godfather book Vito tells Michael that he disapproves of Fredo sexual deviance. Michael assumed it was what Moe Green told him in Vegas. It wasn't until they were in Cuba that Michael began to suspect something else. That was when the Nevada sentator said no way the dick on the stripper was real, and Fredo chimed in that he knew the dick was real and that him and Johnny Ola go to the clubs together.

Then in the follow up books he is sucking cock in Detroit, & that Tom & Vito were aware of his lifestyle.
