I don't think he was meant to be a freshman when the show first started, because they were touting him, Street and Lyla as all having grown up together.
They obviously wrote themselves in a hole and retroactively made Riggins and Lyla freshmen in season 1 with Saracen. Also, they turned Landry into an 8th grader in season 1, because he was still playing football for East Dillon after Saracen had graduated.

Riggins, Lyla, and Saracen were sophomores in the first season. They all graduated after Season 3 leading up to Coach getting fired. Landry was a freshman in season 1 and a senior in Season 4 at East Dillon. He didn’t play in season 5

Ah, my mistake, either way, Riggins and Lyla were not intended to be sophomores in season 1. They just happened to be fan-favorite characters so they were brought back and retconned into sophomore.

Yeah...that was a dumb move by the writers because it was quite obvious in the pilot episode that Street, Lyla, and Riggins were all very close friends. I thought they were high school seniors.
