If i had to make my 1 prediction right now, rather than a bunch of guesses and suppositions, i would say it is Elway. His motivation is some weak shite about him loving Deb. He knows how much Deb loves serial killers, so he decided this would be the best path to win her heart.

He didn't ask about the fingernail blood though. if that was his angle, he would have at least mentioned it in this episode.

But Masuka was never really anything but a funny guy on the side. To all of a sudden make him a focus is bizarre, there's got to be a better reason.
