Where does the board stand on him as an actor? Great, good, okay, average, bad, terrible?

I would say very good. Maybe not the greatest of ranges, but when he stays in his sweet spot he's money.

Is pretty awesome is some roles. Is meh in others.

Better in support (True Romance, 12 Monkeys, even the Oceans bits), although has progressed and improved. Held his own in Benjamin Button and did eceptively well in Moneyball, for example. (ETA: I should have mentioned Se7en and Fight Club as well - more or less "co" lead in those films.)
Not particularly good as lead in the big budget movies Hollywood wanted him in - but he may have aged out of that category. Will be interesting if he continues to take support roles as an older actor.

He can't compete with the likes of Tom Hanks and Daniel Day-Lewis as far as performance but being a leading man for 20+ years says a lot. I think for him it really just boils down to the character he is playing and whether or not he 100% gets behind it.
His 90's roles all have their own thing that makes them unique. From A River Runs through it to Fight Club every performance was unique. From 2000-2007 when The Assassination of Jesse James came out I think he mailed it in. He was the most famous celebrity on Earth, his marriage with Aniston fell apart and met Jolie and I think he just took big pay days. Everything over the last 10 years has been pretty damn good minus a few here or there, but all actors have those.
He's a top 10 actor of all time and I, for one, don't think he gets enough credit for his great roles.

His movie choices are incredible. He's one of my favorites, but isn't gonna blow you away like a Daniel Day-Lewis

He's great and is very smart in his choices for roles except Troy...I have no idea what happened there. I think he produced 12 years of a slave too.
